An RFI is primarily used to gather information to help make a decision on what steps to take next. RFIs are therefore seldom the final stage and are instead often used in combination with the following: request for proposal (RFP), request for tender (RFT), and request for quotation (RFQ). In addition to gathering basic information, an RFI is often used as a solicitation sent to a broad base of potential suppliers for the purpose of conditioning suppliers' minds, developing strategy, building a database, and preparing for an RFP, RFT, or RFQ. The ubiquitous availability of the Internet has made many government agencies turn either to state-run or vendor operated websites which provide listings of RFIs as well as RFPs and RFQs. Many allow vendors to sign up at no charge to receive e-mails of requests either generally or for specific categories of product or service for which there is an interest. In some cases, the entire process is done on-line with responses as scanned documents or PDF files uploaded to the server; in other cases, or for legal reasons, a response must be sent in hard copy form and/or on CD/DVD disc or flash drive by mail or delivery service.

The RFI procedure is used in the construction industry in cases where it is necessary to confirm the interpretation of a detail, specification, or note on the construction drawings, or to secure a documented directive or clarification from the architect or client that is needed to continue work.

An RFI raised by the general contractor that has been answered by the client or architect and distributed to all stakeholders is generally accepted as a change to the scope of work unless further approval is required for costs associated with the change.

It is common and accepted practice for a subcontractor or supplier to use an RFI to state his/her concern related to the omission or misapplication of a product, and seek further clarification of the building owner's intended use or the building official acceptance of the specified product. It is also acceptable for the subcontractor to use an RFI to call attention to an inferior product that may not meet the building owner's needs, and use his/her expertise to recommend the better/correct product.

If used as described above it is a very effective tool in helping a construction project move along efficiently. There are circumstances where the use of RFI's is abused, and simply creating paper to justify unwarranted claims. Such a circumstance occurs when RFI's are continually being issued when the information is clearly shown on the documents. In this case, either the person reading the drawings is working outside of the scope of their capability, or the intent is to generate paper to help support what might otherwise be an unjustifiable claim.

A request for quotation (RFQ) is a standard business process whose purpose is to invite suppliers into a bidding process to bid on specific products or services. RFQ generally means the same thing as IFB (Invitation For Bid). [1]

An RFQ typically involves more than the price per item. Information like payment terms, quality level per item or contract length may be requested during the bidding process.

To receive correct quotes, RFQs often include the specifications of the items/services to make sure all the suppliers are bidding on the same item/service. Logically, the more detailed the specifications, the more accurate the quote will be and comparable to the other suppliers. [original research?] Another reason for being detailed in sending out an RFQ is that the specifications could be used as legal binding documentation for the suppliers.

The suppliers have to return the bidding by a set date and time to be considered for an award. Discussions may be held on the bids (often to clarify technical capabilities or to note errors in a proposal). The bid does not have to mean the end of the bidding. Multiple rounds can follow or even a reverse auction can follow to generate the best market price.

RFQs are best suited to products and services that are as standardised and as commoditised as possible, as this makes each supplier's quote comparable. In practice, many businesses use an RFQ where an RFT or RFI would be more appropriate. [2]

An RFQ allows different contractors to provide a quotation, among which the best will be selected. It also makes the potential for competitive bidding a lot higher, since the suppliers could be quite certain that they are not the only ones bidding for the products.

Requests for quotations are most commonly used in the business environment but can also be found being applied to domestic markets.

The current economic melt down have triggered a higher cost for many home and office appliances.

This got us to think of other ways to satisfy our unavoidable home and office needs.

Such is recovery of the old UPS as against ordering a new one. The lowest Ups capacity used to be below N7000 but now is about N12,000 for good brands. The same price upgrade applies to stabilizers.

Our research finding over the years indicated to us that 90% of packed up UPS have poor rectification circuitry from manufacturer and the second being battery failure.

Both can be resolved with as low as N4000 and in addition an upgraded rectification and a more efficient UPS appliance.

There is however, a troubleshoot charge of N2500 for up to 5 UPS Systems  for any location within Lagos Island and Mainland.

As Facilities managers (FMs), we operate across business functions and as invisibly as possible so we do not interfere with the business seamless operations.

Our number one priority is keeping people alive and safe especially as they deploy facility amenities.

We operate at two levels:

Strategically-tactically: helping clients, customers and end-users understand the potential impact of their decisions on the provision of space, services, cost and business risk. The we do with our inclusive periodic systems audit(energy audit and mechanical services audit and advisory services)

Operationally: ensuring corporate and cost effective environment for the occupants to function.

This is accomplished by managing:

Health and safety

We control and manage many safety related issues. Failure to do so may lead to injury, loss of business, prosecution and insurance claims. The confidence of customers and investors in the business may also be affected by adverse publicity from safety lapses.

Fire safety

The threat from fire carries one of the highest risk to loss of life, and the potential to damage or shut down a business. The facilities management services shall have in place maintenance, inspection and testing for all of the fire safety equipment and systems, keeping records and certificates of compliance.

Security

Protection of employees and the business often comes under the control of the facilities management department, in particular the maintenance of security hardware. Manned guarding may be under the control of a separate department. We have competence and partners at any level of capacity required. Maintenance, testing and inspections

Maintenance, testing and inspection schedules are required to ensure that the facility is operating safely and efficiently, to maximize the life of equipment and reduce the risk of failure. Statutory obligations shall also be met.

Cleaning

Cleaning operations are often undertaken out of business hours, but provision may be made during times of occupations for the cleaning of toilets, replenishing consumables (such as toilet rolls, soap) plus litter picking and reactive response. The training and certification of cleaning operatives is increasingly a factor in the award of contracts to cleaning services providers.

This is a policy issue, but due to the immediacy of the response required in many of the activities involved the facilities manager will often require daily reports or an escalation procedure.

Business continuity planning

All organizations should have a continuity plan so that in the event of a fire or major failure the business can recover quickly.

Evacuation procedures shall be carried out periodically to evaluate preparedness.

INTERACTIVE SESSIONS WITH A PLUMBER & MY RESOLVE

In view of additional request for materials on a certain Project after a long session of design appreciation and physical measurement, at a previous site visit, I had a second session on the appreciation of the mechanical drawings with the Plumber, at their office.

There was a genuine request for more materials but not as elaborate as impressed on us by the guy.

My observations is that, technicians as we have them in Nigeria are generally intellectually lazy, and even when they can read English, they don't study the drawings we give them.

I also observed that that even quite a number of the Engineers that are expected to give direction are also intellectually lazy too to appreciate drawing content and so assume quantities.

On the project above, we eventually cut down twice as much materials, as we were earlier advices my this technician and we were almost ordering under pressure.

Can we now imagine that for every mechanical project, we depended on plumber's material request, we would have been doing reticulations works for 3x the value without value engineering and quantity control?

It is very obvious that, if we don't provision our workshop drawings effectively, we shall automatically be running at a loss on first and second fix.

All drawings for site use must be at 1:100 or 1:50 or 1:20 or 1:10 scale for ease of interpretation. We must teach our technician how to interpret this standard scales on site. I want to believe that most site activity drawings will be more often at A4, A3 and ocassionally at A2 and A1 paper sizes.

If we don't insist on the implementation of the construction or workshop drawings as planed with our technicians, 20-50% of the profit is lost automatically.

Running a drawing appreciation sessions on every project with the technical team is core; Engineers and Technicians MUST periodically have this sessions as a Core Activity to guarantee the success of the business. This often reveals the need for training and retraining when necessary.

I have also observed in my years of site engagement that between the drawings as designed and the workshop drawings as approved are hidden treasures for those contracting firms that have value engineering practices in their core. Most consultants will provision their design for any level of contractors to implement with a lot of allowances for their varying due diligence rating.

Hence, the more diligent a contractor is, the more such can track the tolerance which could be additional profit of up to 20-30% on first and second fix.

This is completely lost where there is no value engineering or due diligence. We are talking about $200,000-$300,000 of every $1million anticipated profit.

Coming from these level of poor commitment to design drawings implementation, can we now imagine the lack of interest in studying of that voluminous Specification book meant to define the quality assurance and control the project must meet?

My advice is that the project team, must of necessity create sessions of meeting where the specs must be read and interpreted. It must also be project milestones driven with focus on the scope to be implemented.

Most times the specs also reveals the tolerances such as allowance for alternative materials with regards to. Comparing Rolex watch with Casio watch or Mercedes Benz with Toyota.

Hopeful that this piece will inspire a new approach to our project implementation business practices.
